ISO 37120
“Sustainable development of communities — Indicators for city services and
quality of life†became the first successful effort of experts to create
integrated view for performance analysis of urban areas. The standard provides
uniform definitions of what is measured and how it should be done and
introduced common basis for reporting, comparison and benchmarking. ISO 37120 defines
and establishes methodologies for a set of indicators to steer and measure the
performance of city services and quality of life.
The ISO 37120
is formed of 17 themes dealing with city services and quality of life, ranging
from Education to Water and Sanitation, which enable cities to measure progress
on infrastructure projects over time, assess their performance, and draw
lessons through comparison with other cities. Altogether, the 17 themes are
comprised of 100 indicators (46 core and 54 supporting). “Core†indicators are
those that cities are required to report on in order to achieve certification,
and “supporting†indicators are those that are recommended.
ISO 37120 is
applicable to any city, municipality or local government that undertakes to
measure its performance in a comparable and verifiable manner, irrespective of
size and location. ISO 37120 is part of a new series of international standards
currently in development and offering a holistic and integrated approach to
sustainable development, including indicators for city services, quality of
life, smart cities, and resilient cities, to provide a uniform approach to what
is measured and how these measurements are taken. ISO 37120 gives a key
indicator that should be reported by any user implementing the document. The
standard also identifies a profile indicator for each, as well as an assortment
of supporting indicators. Quantitative, qualitative or descriptive sets of
measurements and metrics that provide a globally standardized set of
definitions and methodologies. ISO 37120 establishes a set of standardized
indicators that provide a uniform approach to what is measured, and how that
measurement is to be undertaken. This International Standard does not provide a
value judgment, or numeric thresholds on what a particular city should choose
as appropriate targets for the indicators. The indicators in this International
Standard have been selected to make reporting as simple and inexpensive as
possible, and therefore reflect an initial platform for reporting.
